(this would look a lot better with a border. Won't somebody out there please help me put a border around my pictures? Everything I try doesn't work...I will offer PRIZES...)

Have you tried using FXFoto? http://www.fxfoto.com/fxdownload.htm
I've checked all my free photo editing software, and this is the only one that seems to offer that. Yahoo Photos online allows you to add borders, but then your photo is online, but no way to get it into your blog, as far as I know. I use both Picasa and FXFoto, and FXFoto does better at some things than Picasa.
